The decision of conducting the elections of june 4 1989 had been made during "the Round Table" talks which had been held in the Viceregal Palace (currently, the Presidential Palace) from February 6 to April 5 1989 by the government and the opposition. In the course of these talks, as pan of the passed reforms, it was established that on June 4 1989 semi-free Sejm elections and fully democratic Senate elections would be conducted. ; In order not to get involved in current political activity, the Solidarity movement addressed the Solidarity Citizens' Committee asking them to make a list of candidates from out of the Solidarity and opposition environments and to handle their electoral campaign. In quite a short time its provincial equivalents had emerged. They were tasked with providing the Solidarity movement with regional lists of candidates. In Zielona Góra, the provincial Citizen 's Committee was established already on June 6 1989. Next, a series of founding meetings of local Citizens' Committees had been held in particular cities of the province. They were representing the opposition and independent environments.
